[COCK ROCK] If any band ranks as this town's king of cock rock, it's the Dirty Lowdowns. They've been at it for a while, and they deserve their due. So here it is. On D-Low's latest recordings, the band covers all of yesterday's popular hard-rock bases—fast, turgid, vaguely Swedish—while managing to show its sensitive side with lyrics like, "I don't want to violate you/ I just want to penetrate you." But before the band gets too deep (ouch), it returns to what it does best: peeling listeners' faces back with sheer power riffage. Now that's a sure way to get under some skin. SAM SOULE.
