Cecil is from Brandywine, Maryland. After graduating high school he worked 13 years in a corporate setting, 7 years as a supervisor. Cecil resigned in 1994, and founded Noble Establishments on November 1, 1999. Noble Establishments provides car rental services, music and Christian apparel. Cecil is gifted with a unique and powerful Song Writing Ministry.
